REDWatch public meeting on North Eveleigh – Sat 13 Aug 1.30pm
REDWatch is organising a public meeting to discuss the Planning Proposal for the Redfern North Eveleigh Paint Shop precinct. This will be an opportunity to hear about the proposal, the concerns that have been raised with REDWatch and for a Community Q&A. There will be a BBQ afterwards where people can mix, chat and continue the conversation. The event is supported by local MP Jenny Leong who will also be present.
So join us for the public meeting between 1.30 and 2.30 followed by a BBQ until 3.30 at Redfern Community Centre 29-53 Hugo St, Redfern NSW 2016. Waterloo South – North Eveleigh Comparison
For those with an interest in both planning proposals, it is worthwhile noting that the proposals take a very different approach to rezoning.
In Waterloo South the floor space ratio is set for each development block in the Sydney Local Environment Plan (LEP). In North Eveleigh floor space is still to be set in the LEP, but it is equally distributed across the entire site, meaning that areas set down to be roads and public spaces all have an FSR of 2.78:1. The North Eveleigh Planning proposal allocates this space in the lesser status design guide administered by DPE, meaning there is much less certainty of the outcomes, as changes to where FSR is allocated can be changed by DPE with no need to amend the LEP planning controls.
In Waterloo South, the land use zoning is both a RE1 Public Recreation Zoning for the large park and B4 mixed use for the predominantly residential areas and the small pocket park. In Waterloo South, Council hailed Public Recreation Zoning for the park as a major win in ensuring the space would be guaranteed as public space into the future as opposed to the current situation for Waterloo Green where the space could be used for redevelopment in the future.
It is likely that North Eveleigh will follow the South Eveleigh model. In South Eveleigh the public spaces are controlled by the developer for the first 25 years before eventually going to Council. In the case of South Eveleigh REDWatch was successful in getting positive covenants and easements put in place by UrbanGrowth NSW prior to the sale of the site by the NSW government. These positive covenants and easements were guarantee public access to the privately owned “public space”, recreation facilities and heritage as well as pedestrian access through the site.
