Council prepares Alternative Plan for Paint Shop Precinct </h1>

As mentioned in Clover Moore’s letter, the Council submission includes an alternative plan for the North Eveleigh Paint Shop precinct. </p>
<p class="MsoNormal" style="margin-top: 0px; margin-bottom: 0px;margin:0cm 0cm 8pt; font-size:11pt; font-family:Calibri,sans-serif">
The City’s alternative approach in its submission requires: </p>
<ul style="margin-bottom:0cm">
<li>Maintaining the heritage significance of the site by not building over large areas of the Paint Shop </li><li>A minimum target of 25% social and affordable housing. We also recommend a minimum target of 10% culturally appropriate Aboriginal and Torres Strait Islander affordable housing </li><li>Flexible commercial spaces that meet the needs of the innovation-focused, research-based and creative industries in a campus format with commercial floor space located close to the rail corridor </li><li>Relocating the residential aspects of the development away from the rail line with residential buildings reduced to a maximum of 9 storeys </li><li>Providing high quality public spaces by focusing on the Fan of Tracks as a central open space. </li><li>Balances heritage significance, high quality public domain and residential amenity, with a significant contribution towards commercial, in a range of more suitable spaces, and residential floor space in the innovation precinct. </li></ul>

The City has asked TfNSW to extend the exhibition period by four weeks. It has also asked TfNSW to support its alternative approach, and to resubmit this for public exhibition. </p>
<p class="MsoNormal" style="margin-top: 0px; margin-bottom: 0px;margin:0cm 0cm 8pt; font-size:11pt; font-family:Calibri,sans-serif">
The Council submission will not be available until a day or two before the submission deadline on Thursday 25<sup>th</sup> August 2022. There is no guarantee that TfNSW / TAHE will act on the Council suggestion to consider the Council proposal, so it remains
important that residents continue to put their concerns into a submission. </p>
<p class="MsoNormal" style="margin-top: 0px; margin-bottom: 0px;margin:0cm 0cm 8pt; font-size:11pt; font-family:Calibri,sans-serif">
Your submission might like to point out that the promised pre-exhibition consultation with REDWatch and the community did not happen and hence 30 days was too short to properly assess the proposal and to consider what the City is proposing as an alternative
proposal. As a result, TfNSW / TAHE need to consider the Council proposal, the strong opposition from the community to the current proposal and comeback to the community with an exhibition on a modified proposal. </p>

Council Issues Identified </h1>
<p class="MsoNormal" style="margin-top: 0px; margin-bottom: 0px;margin:0cm 0cm 8pt; font-size:11pt; font-family:Calibri,sans-serif; margin-bottom:6.0pt">
<span style="">REDWatch has also been advised that Council has identified the following issues that will be covered in its submission. These are being shared with the community so people can take these issues into consideration in their submissions if they
have not already.</span><b><span style=""> </span></b><span style="">The City’s Concerns about TfNSW’s Proposal includes:<b> </b></span></p>
<ul style="margin-bottom:0cm">
<li><span style="">seeks to declare future development applications ‘State Significant’. </span></li><li><span style="">significant increase in residential and overall GFA. </span></li><li><span style="">the local infrastructure schedule is inadequate and doesn’t include any assets owned, or proposed to be owned, by the City of Sydney or outside of the precinct boundaries. </span></li><li><span style="">doesn’t respect the heritage significance of the site and its individual components </span></li><li><span style="">residential towers located adjacent to the railway corridor which is a source of noise and vibration that will affect the amenity of future residents. </span></li><li><span style="">includes 18-28 storey, high grade commercial towers which will not deliver the type of large floorplate, adaptable and affordable employment space required in the innovation precinct </span></li><li><span style="">doesn’t meet the City’s target for a minimum of 25% affordable rental housing. </span></li><li><span style="">doesn’t include a commitment to provide for a minimum of 10% of the total residential GFA for culturally appropriate Aboriginal and Torres Strait Islander affordable housing to prevent their displacement from the area. </span></li><li><span style="">doesn’t establish an appropriate night-time economy on the site or leverage the location of the site immediately adjacent to the Carriageworks arts precinct. </span></li><li><span style="">doesn’t prioritise connections to Carriageworks. </span></li><li><span style="">doesn’t include a commitment to provide an active transport bridge over the Redfern tracks to connect North and South Eveleigh </span></li></ul>
