The SMDA ha<span style='color:#1F497D'>s</span> appointed a private consultancy to develop the design and submit this Development Application to Council for public exhibition. As part of this process staff from the SMDA will have an information stall at Yaama Dhiyaan, 255 Wilson St, from 10am to 12pm on Saturday, 24 November 2012 to invite feedback from the community. It is proposed that issues regarding traffic exiting the western part of the site onto Wilson Street and potential traffic movements into Queens Street will be covered in the first stage TMAP. While the SMDA argue<span style='color:#1F497D'>s</span> this is generally in accordance with the Concept Plan Approval, the <a href="http://www.redwatch.org.au/RWA/statesignificant/northeveleigh/ahousing/120525redw">REDWatch submission</a> argued that a full TMAP needed to be conducted up front for it to be in full compliance with the North Eveleigh Concept Plan Approval. REDWatch is of the view that the Department of Planning’s original requirements for a cumulative assessment of Transport, Traffic and Pedestrian impacts from both the Sydney University and North Eveleigh Developments is in danger of being lost by a return to a building by building traffic and transport assessment. Under a building by building traffic approach remediation only cuts in when the traffic from a development makes the system unworkable rather than capacity planning for the cumulative impact up front. <o:p></o:p></p><p class=MsoNormal style='margin-bottom:6.0pt'>The requirement for a comprehensive TMAP followed an independent review of the North Eveleigh Traffic Study prepared for the Concept Plan. The review found a number of deficiencies requiring further robust work before any new buildings were placed on the North Eveleigh site. Following the North Eveleigh Community Forum the Department of Planning released the SKM Independent Traffic review which was the basis for the Department’s approval conditions regarding the need for a TMAP. This document can be found on the <a href="http://majorprojects.planning.nsw.gov.au/index.pl?action=view_job&job_id=2185">North Eveleigh Concept Plan Documents on the Dept of Planning website</a>. <o:p></o:p></p><p class=MsoNormal style='margin-bottom:6.0pt'>The SMDA is working with Council in preparing the TMAP so hopefully Council will ensure that the SMDA’s Stage 1 study covers as much as possible. Council is also planning to undertake a higher level study of cumulative development impacts that will cover Darlington, however this will assess the ability of major roads to handle the traffic impacts and it will not assess the lower level local road impact.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:6.0pt'><b><span style='font-size:14.0pt;font-family:"Arial","sans-serif";mso-fareast-language:EN-AU'>North Eveleigh Affordable Housing</span><br></b>The SMDA is in the process of selecting a community housing provider to construct and manage affordable housing on the site. From the SMDA flyers the location of the Affordable Housing now seems confirmed within the site rather than the earlier possibility of it being on Wilson Street. The affordable housing will be rented to people on a very low to moderate income<span style='color:#1F497D'>s</span> and aims to assist “key workers” needed for a functioning City. It will be constructed using funding from the successful community housing provider and contributions from developers. The community housing provider will submit a development application for the affordable housing dwellings to the Department of Planning and Infrastructure for the building. This will be publicly exhibited and the community will be able to make submissions about the proposal, as for all other development applications. Any decision will need to consider the public submissions made.<o:p></o:p></p><p class=MsoNormal style='mso-margin-top-alt:12.0pt;margin-right:0cm;margin-bottom:3.0pt;margin-left:0cm;page-break-after:avoid'><a name="_Toc341186204"><b><span style='font-size:14.0pt;font-family:"Arial","sans-serif"'>Work on Chief Mechanical Engineers Building and Scientific Services Building</span></b></a><b><o:p></o:p></b></p><p class=MsoNormal style='margin-bottom:6.0pt'>NSW Public Works’ Government Architect’s Office and Heritage Services Branch have been engaged by SMDA to document and supervise the work required to undertake conservation maintenance on these two important items. The first stage of work has commenced and includes a hazardous materials survey, preliminary archaeological analysis of the CME garden and the removal of intrusive building elements. These works will reveal the full condition of the buildings and the associated building services. A further stage of work will involve the specification, tendering and construction of essential building maintenance. This work will progress over the coming months. It was envisaged that whoever purchased the eastern portion of the site would discount their purchase price accordingly. The Scientific Services Building was proposed for community use. With the delay in the sale of the site, the CME’s building is deteriorating and work is urgently needed. Ideally the SMDA should renovate the CME’s building and the Scientific Services Building and bring them to their new uses independent of the re-development of the larger site. <o:p></o:p></p><p class=MsoNormal style='margin-bottom:6.0pt'>The SMDA has also produced a video on Eveleigh Heritage which you can see on their website at <a href="http://www.smda.nsw.gov.au/latest-news/blackwattle-swamp-steam-and-silicon-%E2%80%93-evolution-eveleigh">From Blackwattle Swamp to Steam and Silicon – The Evolution of Eveleigh.</a> The SMDA ha<span style='color:#1F497D'>d</span> also earlier developed<span style='color:#1F497D'>,</span> with the defunct Redfern Waterloo Heritage Taskforce<span style='color:#1F497D'>,</span> an <a href="http://www.smda.nsw.gov.au/sites/default/files/file_root/PDFs/Precincts/Redfern_Waterloo/ERW_IP_only_final.pdf">Eveleigh Railway Workshops Interpretation Plan</a> which also is applicable to heritage on North Eveleigh.<o:p></o:p></p><p class=MsoNormal style='mso-margin-top-alt:12.0pt;margin-right:0cm;margin-bottom:3.0pt;margin-left:0cm;page-break-after:avoid'><a name="_Toc341186205"><b><span style='font-size:14.0pt;font-family:"Arial","sans-serif"'>North Eveleigh Community Working Group Needed</span></b></a><b><o:p></o:p></b></p><p class=MsoNormal style='margin-bottom:6.0pt'>The North Eveleigh site borders the areas covered by two residents groups, Save Leamington Avenue in the Pines Estate to the West and RAIDD covering parts of Darlington. It also falls under REDWatch’s wider Redfern Waterloo area. With work starting on North Eveleigh it may be time to consider establishing a North Eveleigh Working Group to monitor developments and liaise with residents and relevant bodies and groups. To date I have done some of this, however impending work changes mean I will be unable to continue to do a lot of what I have in the past. With work starting on North Eveleigh this is probably a good time to try and bring together a group to focus specifically on this site. The University is to identify works required and n<span style='color:#1F497D'>o</span>t less than $2m of these works are to be completed prior to the occupation of the Business School. <o:p></o:p></p><p class=MsoNormal style='margin-bottom:6.0pt'><b>The removal of the entrance from Abercrombie Street has been a key demand of surrounding residents active in RAIDD </b>(<a href="mailto:raidd2008@gmail.com">raidd2008@gmail.com</a>). The University had agreed to this move in mid-2011 when both the head of Infrastructure Services and the Vice-Chancellor announced the Abercrombie Street entrance had been moved. The PAC decision will be met with much relief by residents surrounding the development. On this issue the Commission found:<o:p></o:p></p><p class=MsoNormal style='margin-bottom:6.0pt'><b><i>“The Commission has carefully considered this issue and notes that in discussions with the University, the University has volunteered to try and find an alternative access solution, albeit post approval. The Commission believes there are a number of alternative options which could be explored further and is satisfied a suitable alternative arrangement can be found. Consequently the Commission has amended the conditions, to prevent vehicle access to the site from Abercrombie Street and to require amended parking and access plans to be approved by the Department prior commencement of construction on site.” (Page 4 Determination Report)<o:p></o:p></i></b></p><p class=MsoNormal style='mso-margin-top-alt:12.0pt;margin-right:0cm;margin-bottom:3.0pt;margin-left:0cm;page-break-after:avoid'><a name="_Toc341186207"><b><span style='font-size:14.0pt;font-family:"Arial","sans-serif"'>NSW Planning Review Implications</span></b></a><b><span style='font-size:14.0pt;font-family:"Arial","sans-serif"'><o:p></o:p></span></b></p><p class=MsoNormal>The NSW Government<span style='color:#1F497D'>’</span>s Green paper on <a href="http://www.planning.nsw.gov.au/a-new-planning-system-for-nsw">A New Planning System for NSW</a> made a concerning reference to North Eveleigh, mentioning it as an example of a possible location for a new Enterprise Zone. The paper said <b><i>“Enterprise Zones will be characterised by very little, if any, development controls providing they do not result in any significant adverse environmental impacts.”</i></b> (page 43). There is wide concern about many of the changes proposed in the Green Paper from Councils and community groups. A white paper setting out what is proposed to be legislated is expected before Christmas. Many groups including REDWatch have joined the Better Planning Network, a state wide group representing community groups with concerns about the proposals.
