<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%">The NSW Government has announced that the Waterloo South redevelopment will proceed with an increased quantity of social and affordable housing. At the same time work is underway to create a
new Homes NSW agency and to overhaul a much criticised public housing maintenance system. The REDWatch meeting on Thursday 7<sup>th</sup> September at 6pm will provide an update on all these changes proposed by the new NSW Government.
<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%">While the Minister Rose Jackson is unable to attend her office will be represented by her Director of Policy, Mat Campbell who can talk about Homes NSW and the changes Government is considering.
<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%">Significant change is proposed to the way public housing maintenance is handled when the current maintenance contract expires in 2024. Mark Byrne from LAHC maintenance will talk about the changes
being considered to rework the public housing maintenance system.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%">With the policy direction for Waterloo South now set by Government, the CEO of Land and Housing Corporation (LAHC) Michael Wheatley and David Johns, who has been heading the project for LAHC,
will update people on the announcement and what to expect as the project progresses.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%">This will be an opportunity to hear from those involved in the decisions about Waterloo and public housing so come along to the public meeting to hear what is proposed and to bring your questions
and suggestions.<o:p></o:p></p>

<p class="MsoNormal" style="margin-bottom:6.0pt"><span style="mso-fareast-language:EN-AU">Homes NSW is the Labor Government proposal to combine the Land and Housing Corporation (LAHC), Aboriginal Housing Office (AHO), and relevant social and affordable housing
and homelessness functions within Department of Communities and Justice (DCJ) to create a new agency. So far there has been a consultations with some peak bodies and more sessions are planned with different cohorts. The Government is investigating what to
keep, change and add and not just simply combine the existing organisations together. At the Homes NSW consultation with peak agencies some draft principles were presented for feedback. You can read the details in the post about the peak consultation on the

<p class="MsoNormal" style="margin-bottom:6.0pt">As we pointed out after the announcement, the approach proposed does not address the desperate need for an increase in public / social housing stock. If the 30% social housing formula in the announcement was
applied across the entire Waterloo Estate it would lead to an actual loss of social housing stock. You can see our figures at
<a href="http://www.redwatch.org.au/RWA/Waterloo/lahc22-23/230821redwc/view">REDWatch calculations based on August 2023 increase in social and affordable housing</a>. The challenge for the Government is to come up with a plan and the funding to increase the
public / social housing stock. The current plan for 30% social housing out of such redevelopments will not do this.
<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">Not all the social housing problems will be solved through Waterloo. Firstly because a process was already underway and secondly because it is early in the term of a new government. We need to see changes to
the estate redevelopment approach or government building public / social housing on surplus public land if we are to see the increase needed.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">The significant uplift in affordable housing is important, it mirrors the approach in the UK and is at the top of large Australian estate redevelopment projects with a headline 50% combined social and affordable
housing. Government, developers and community however need to find ways to make it all exist in perpetuity and to be based on income, not a discount off market rent. Limited life affordable housing creates a future affordable housing cliff if there are not
new properties continually coming on stream. We are experiencing this currently with federal NRAS properties that can now be sold or rented at market rates. Understandably Community Housing Providers (CHPs) have welcomed the increase in social and affordable
housing in Waterloo South as it is more stock for them to manage. <o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">Aboriginal Housing was a big winner with 15% of the social and affordable housing now dedicated to Aboriginal people, probably through an Aboriginal CHP. The announcement delivers 7.5% of the total redevelopment,
where the original ask for Aboriginal social and affordable housing in Redfern Waterloo was 10% of the housing on all government owned land in the Redfern Waterloo area to ensure a long term viable community in the area. If 10% cannot be delivered on public
housing land, the prospects are not good for reaching the level of housing needed for the Aboriginal community in the area on current non-housing sites like North Eveleigh.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">A few days after the announcement a
<a href="https://www.youtube.com/watch?v=dJIC1CX-Qfc">YouTube video</a> was posted by the Member for Heffron, Ron Hoenig that intercuts speeches from the Waterloo South announcement with historical ‘A Current Affair’ footage. That post has angered many residents
and NGOs, some of whom thought the MP had told them the ALP was planning to stop the redevelopment.
<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">The video includes footage from Poet’s Corner in Redfern, not Waterloo, and is used to support Mr Hoenig’s contention that tenants are living in squalor so the area needs to be redeveloped. Understandably many
tenants enjoy their homes. Karyn Brown, a tenant in Waterloo South, has spoken out about this demonising of tenants and their homes.
<b><o:p></o:p></b></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">Mr Hoenig has long campaigned around public housing maintenance issues and used ‘A Current Affair’ to publicise stories to get action by LAHC and DCJ Housing. Many tenants and advocates have argued that the lack
of proper maintenance by LAHC has created the very problems that are now being used to support a tear down and rebuild approach rather than a repair and maintain approach.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">The new Government will need to lift its maintenance game, both to deliver a decent quality of life for tenants in existing public housing, but also to address the perception that demolition from maintenance
neglect drives LAHC’s estate renewal in places like Waterloo.<o:p></o:p></p>

<p class="MsoNormal" style="margin-bottom:6.0pt">As Transport for NSW rushes to complete the Redfern Station Southern Concourse, it tried to hold a quick consultation on a proposal to change the direction of Little Eveleigh Street. The proposal was outlined
in the newsletter <a href="https://www.transport.nsw.gov.au/system/files/media/documents/2023/redfern-station-upgrade-safety-improvements-consultation-newsletter.pdf" title="RSU_LES_roadwork consultation">
Road safety and Little Eveleigh Street shared zone operation consultation newsletter (PDF, 466.92 KB)</a>. The problem for TfNSW however was that key information about the proposal was not disclosed in the consultation and issues raised in earlier consultations
have been ignored. Residents in Little Eveleigh and Lawson Streets reacted accordingly to both TfNSW and to Council who is involved in the redirection planning.
<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">In response <a href="http://www.redwatch.org.au/RWA/statesignificant/station/230828CM/view">
Clover Moore wrote to Transport Minister Jo Haylen</a> asking to TfNSW to meet with residents. In response TfNSW extended the consultation period until 10 September and provided some additional information in its

<b>Will we be able to turn into Ivy Street from Abercrombie Street?</b> No. The No Right Turn sign is proposed to remain. Vehicles accessing Little Eveleigh Street from the west will need to detour on local roads to enter Ivy Street from Abercrombie Street
via a left-hand turn. <o:p></o:p></li><li class="MsoNormalCxSpMiddle" style="margin-bottom:6.0pt;mso-add-space:auto;line-height:105%;mso-list:l1 level1 lfo3">
<b>Will the new kiss and ride in Lawson Street result in a loss of parking?</b> Yes. Up to four restricted parking spaces (2hr) will be permanently removed for the new east and westbound kiss and ride areas and adjusted loading zone spaces.
<o:p></o:p></li><li class="MsoNormalCxSpMiddle" style="margin-bottom:6.0pt;mso-add-space:auto;line-height:105%;mso-list:l1 level1 lfo3">
<b>Will the new traffic island in Wilson Street result in parking loss? </b>Yes. Four restricted parking spaces will be permanently removed for the new traffic island and to allow space for cars to U-turn.
<o:p></o:p></li><li class="MsoNormalCxSpMiddle" style="margin-bottom:6.0pt;mso-add-space:auto;line-height:105%;mso-list:l1 level1 lfo3">
<b>Will vehicles be able to stop along Little Eveleigh Street?</b> No stopping signs will extend on both sides of the Little Eveleigh Street shared zone, except for the proposed loading zone. The Wilson Street shared zone will have No stopping signs on both
sides of the street. <o:p></o:p></li><li class="MsoNormalCxSpMiddle" style="margin-bottom:6.0pt;mso-add-space:auto;line-height:105%;mso-list:l1 level1 lfo3">
<b>Can we turn left and right out of Little Eveleigh Street?</b> Yes. Vehicles can turn right, left (restricted to passenger vehicles only) or continue straight at Lawson Street.<o:p></o:p></li></ol>
<p class="MsoNormal" style="margin-bottom:6.0pt">Residents have raised concerns about the clarifications above.
<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">There is only one way that vehicles can accessing Little Eveleigh Street from the west via local roads. That way is via Shepherd Street and Vine Street, which is very narrow. Traffic would then have to negotiate
a very small roundabout at Abercrombie Street, that larger cars cannot negotiate in one go. This path has been used by people bypassing Abercrombie Street after it was closed due to the recent fire. Alternatively traffic from the west will need to come from
the east via Regent / Gibbons Street and the Lawson Street railway bridge. Removing the no right turn from east bound traffic on Abercrombie into Ivy Street, impacts that intersection and potentially provides a rat run when traffic backs up along Lawson Street.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">There is also concern about the potential loss of parking. One resident has pointed out to REDWatch that the loss of parking in Lawson Street is likely to be greater than disclosed, as TfNSW do not seem to have
taken into account that there needs to be a no parking area leading into the proposed pedestrian crossing to the west of Eveleigh and Little Eveleigh Streets.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">The no stopping along Little Eveleigh Street is of significant concern to residents who cannot get deliveries of goods and elderly / disabled people to homes in the street. TfNSW says this was disclosed in the
initial Environmental Impact Statement for the Southern Concourse.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">Resident have welcomed the ability to exit both east and west from Little Eveleigh Street on to Lawson Street after earlier being told they would only be able to exit west.<o:p></o:p></p>
