<p class="MsoNormal" style="margin-bottom:6.0pt">Rebecca Pinkstone, currently the CEO of Community Housing Provider Bridge Housing, has been named as inaugural head of Homes NSW. Rebecca is also the Chair of the Community Housing Industry Association (CHIA)
NSW.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">Homes NSW is the Labor Government proposal to combine the Land and Housing Corporation (LAHC), Aboriginal Housing Office (AHO), and relevant social and affordable housing and homelessness functions within Department
of Communities and Justice (DCJ) to create a new agency. It comes into operation on 1st February 2024. Work is underway within Government to create the new entity and its direction.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">Rebecca Pinkstone will be known to many in the Redfern area, as Bridge Housing not only has housing and holds events in the area but had its office located in Redfern until it had to move for a redevelopment
a few years ago. Rebecca has also been active recently in consultations in the area with Bridge becoming the successful tender for the PCYC / Elizabeth Street site social housing redevelopment where Bridge tendered as the developer.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">Prior to joining Bridge in 2013, Rebecca held a number of roles in the predecessor of DCJ Housing and LAHC back when it was Housing NSW.<o:p></o:p></p>

<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%"><span style="mso-fareast-language:EN-AU">Transport for NSW (TfNSW) in collaboration with City of Sydney Council, has announced its decision on changes to the traffic arrangements around Redfern
Station and Little Eveleigh Street. Work to introduce the changes will happen in January 2024.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%"><span style="mso-fareast-language:EN-AU">The details of the changes can be found in the TfNSW

<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%"><span style="mso-fareast-language:EN-AU">The main change is that traffic direction on Little Eveleigh Street will be reversed so in future it will flow from west to east with access from Ivy
Street. The change means that traffic currently generated by TfNSW employees (also 20% of current movements) and traffic entering the Foundry and Ivy Lane (about 10% of movements) will not have to use the shared zone and can exit via Ivy Lane along with locals
only using the Little Eveleigh car park. Potentially if Ivy Lane can take some construction vehicles it will also lessen the need for North Eveleigh construction traffic to use Little Eveleigh Street.
<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%"><span style="mso-fareast-language:EN-AU">Ivy Street will still allow access to Wilson Street and a new traffic island will stop east bound Wilson Street traffic accessing Little Eveleigh Street
at Ivy Street. Ivy Street will become busier. The no Right Turn from Abercrombie heading east into Ivy Street will be changed to allow a right turn outside peak times but times have not yet been determined. At peak hour vehicles from the west will still have
to come from the east via the Lawson Street Bridge or via Shepherd, Vine and Abercrombie Streets. Seven of the nine parking spaces will be restored to Ivy Street but temporary bike path will be made permanent requiring two of the previous parking spots.
<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%"><span style="mso-fareast-language:EN-AU">The Ivy Street bike path is being retained to allow bikes to avoid the Little Eveleigh Street shared way if they wish. Residents have raised concerns
about how the Ivy Street bike path interacted with pedestrian at traffic around the Abercrombie – Lawson – Ivy intersections so hopefully local concerns here will be addressed in the January work. Bikes are supposed to slow to 10km in the shared zone and give
way to pedestrians because there are no designated bike lanes. The consultation report says “City of Sydney Council is aware of the community’s concerns around cyclist speed and will investigate rider behaviour programs in Redfern to help educate and remind
cyclists of the rules around shared zones”.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%"><span style="mso-fareast-language:EN-AU">About 60% of the traffic using Little Eveleigh Street was classed as non-resident through traffic including kiss and ride. By reversing the flow, moving
community buses to Gibbons Street and introducing new kiss and ride zones on both sides of Lawson Street TfNSW expect to significantly reduce vehicles on the Little Eveleigh Street shared zone. A new pedestrian crossing on Lawson Street at the Eveleigh Street
intersection is expected to not only allow easier access towards the Southern Concourse but to break up traffic allowing easier access from Little Eveleigh Street.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%"><span style="mso-fareast-language:EN-AU">The new shared zone has major implications for Little Eveleigh Street resident as they can no longer park in front of their houses. While they have received
parking alternatives in the North Eveleigh car park they are faced with No Stopping signs in front of their homes which was a major concern for residents. TfNSW have responded by introducing a 25metre No Parking area in addition to a dedicated loading zone
to allow residents to legally drop off goods and passengers. While an improvement, stopping for only 2 minutes and not being able to move 3 metres from your vehicle when you house is further away will continue create anxiety and run a risk of fines every time
a driver has to unload into their home without a second person to assist. <o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%"><span style="mso-fareast-language:EN-AU">The TfNSW consultation report has provided some additional information, requested by residents, around the implications for Development Applications and
using tradespeople which are also major issues if your street has no parking and is a shared zone.
<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:8.0pt;line-height:105%"><span style="mso-fareast-language:EN-AU">It is often the case that community benefits, in this case the Southern Concourse, deliver local detrimental impacts for the community immediately around
a development. Minimising the impact and compensating for that impact is an essential part of government taking communities with them on projects like this. Little Eveleigh Street residents still feel that they are bearing the local cost for the delivery of
a community benefit. <o:p></o:p></span></p>
<p class="MsoNormal" style="margin-top:12.0pt;line-height:105%;page-break-after:avoid">
<a name="_Toc154068893"><span style="font-size:16.0pt;line-height:105%;font-family:"Calibri Light",sans-serif;color:#2E74B5">Chief Mechanical Engineer’s (CME) building DA Determination</span></a><span style="font-size:16.0pt;line-height:105%;font-family:"Calibri Light",sans-serif;color:#2E74B5"><o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">On 7 December 2023, the Director, Key Sites Assessments, approved the development application for 505 Wilson Street, Redfern - CME Building (SSD-39971796), under Part 4 of the Environmental Planning and Assessment
Act 1979. <o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">The development consent is subject to conditions and the assessment report contains the rationale for the conditions. You can view the assessment report, conditions and any endorsed plans on the NSW planning

<p class="MsoNormal" style="margin-bottom:6.0pt">The DA paves the way for the building’s adaptive reuse, as well as enabling design development to continue. A timeline for construction work to begin on the CME building is yet to be determined and TfNSW say
the community will be kept up to date throughout the process.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">If you have not looked at the documents since the exhibition you will see that some changes have resulted from the Response to Submissions (RtS) and from further feedback from agencies to the RtS. This is all
documented in the portal and in the Assessment Report. <o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">Regarding CME interaction with the Redfern North Eveleigh Precinct Renewal, as the North Eveleigh approval predated this CME DA comments about how the North Eveleigh impacts the CME building and its vistas has
not been dealt with. <o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">TfNSW has yet to hold its promised meeting with the community about its plans for North Eveleigh which were approved prior to the NSW election. TfNSW currently say it expects to be able to provide more information
about North Eveleigh in early 2024.<o:p></o:p></p>
