<p class="MsoNormal" style="margin-bottom:6.0pt">We have been through the consultations about planning controls and now NSW Housing Portfolio (LAHC) has produced a draft report dealing with how it proposes to deal with the people and place aspects of the redevelopment.
Feedback on the draft will be accepted until Friday 31 May 2024. This is an opportunity to raise any concerns about this plan before it is locked in and to highlight questions and areas not adequately covered or missed.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">The draft People and Place Plan describes how the NSW Government and the renewal partner, when appointed, propose to work together with the community to realise positive outcomes for the people and places in
Waterloo South. In general terms NSW Housing Portfolio says the report deals with relocations and support, human services, connecting with country and place making and management and brings together earlier consultation and reports.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">This document includes 76 actions grouped under the following pillars: Working Together; Working with social housing residents; Working with the Aboriginal community; Supporting health and wellbeing; Accessing
quality education, learning and jobs; Feeling safe and welcome; and Being green and clean.
<o:p></o:p></p>

<p class="MsoNormal" style="margin-bottom:6.0pt">Once the feedback period has closed, Homes NSW will review all input and finalise the People and Place Plan and make it public. Homes NSW will then continue to work with tenants, stakeholders, community and the
renewal partner to deliver on the actions outlined in the plan.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">The May 2 REDWatch meeting will focus on the Draft People and Place Plan (see below). Some preliminary comments and concerns also can be found later in this email.<o:p></o:p></p>

<p class="MsoNormal" style="margin-bottom:6.0pt"><span style="mso-fareast-language:EN-AU">REDWatch and Groundswell agencies are currently working through how to best help tenants and agencies unpack this Plan and the REDWatch meeting will be an opportunity
to help people understand the plan, identify potential issues and hear tenant and community concerns. See some preliminary observations and comments below.<o:p></o:p></span></p>

<p class="MsoNormal" style="margin-bottom:6.0pt">This Draft Plan brings together consultations Homes NSW (LAHC) have had over the last 8+ years as well as consultant reports commissioned by LAHC. The reports from some of these consultations and consultants
have not been made public so this is the first chance people have to review what Homes NSW Housing Portfolio (LAHC) have heard or decided from these consultations. <o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">It is hence important that tenants and services review this draft and comment on any omissions or proposed responses to issues of concern. The current Waterloo Human Services Collaborative Action Plan deals only
with human services issues currently impacting tenants. The People and Place Plan needs to deal with all the additional issues that might impact tenants as a result of the redevelopment. It also needs to show how this plan interacts with ongoing aspects of
the Collaborative’s Action Plan.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">On a preliminary read the draft plan does not appear to cover all key concerns raised during consultations nor deal adequately with the interactions between what is happening within the redevelopment area and
the rest of the Waterloo public housing. Local service providers are expected to support many actions in areas that they are not currently funded for. Expecting service providers to provide activities at night for example, will require additional funding from
elsewhere even if they were funded to do it during the day. Unless Homes NSW decided to start funding NGOs to support public housing tenants it is difficult to see how parts of the plan will succeed.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">DCJ funded Targeted Early Intervention (TEI) services, which include NGO community centres are already under pressure for providing services to public housing tenants without young children, and have been told
for some time there are no additional government funds for community centre activities. How Council will fund these kinds of services in its Community Centre also remains to be seen given that Council does not run this kind of service elsewhere.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">An awful lot seems to be left up to the Community Housing Provider (CHP) and the Developer to deliver without there being any indication that there are sufficient resources in the contract to deliver the ongoing
services and activities. There is no indication of how some expected dislocations in the community are to be handled. For example there currently exists a single social housing tenant voice in the form of Waterloo Neighbourhood Advisory Board. CHP tenants
have previously been excluded from NABs and TPCE support because the CHP is expected to deliver these services and a unified social housing voice is likely to be lost. This might make sense for housing standards and maintenance but not for wider NAB activities
like the NAB’s Waterloo Safety Action Group.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">It is also unclear how the Plan interacts with the current Waterloo Human Services work even though this work is acknowledged. The problems do not go away just because a Community Housing Provider (CHP) takes
over managing some tenants from Homes NSW. The CHP will need to become involved in the Collaborative at some point and be part of the place based human service plan and its aspirations to improve services for social housing tenants.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">REDWatch is in the early stages of identifying areas of concern and we welcome input from tenants, agencies and the wider community on your concerns.<o:p></o:p></p>

<p class="MsoNormal" style="margin-bottom:6.0pt">The number of people living and working in and around the rail corridor from Redfern to Erskineville has multiplied rapidly.<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">Our communities need an active transport corridor to connect Waterloo Metro, Alexandria and South Eveleigh on one side to Carriageworks, North Eveleigh, Darlington and Sydney University on the other.
<o:p></o:p></p>
<p class="MsoNormal" style="margin-bottom:6.0pt">An online petition is garnering significant support as a call to action for constructing the promised Eveleigh Pedestrian and Cycle Footbridge. <p class="MsoNormal" style="margin-bottom:6.0pt">Resident representative groups - Friends of Erskineville, Alexandria Residents Action Group and REDWatch unanimously call on the State Government to honour those plans and commitments made in 2006 and 2007 that
subsequent planning authorities have effectively sidelined. We welcome and recognise the collective support of our efforts extended by the City of Sydney Council and hope to have the petition presented to Council on 13 May.<o:p></o:p></p>

<p class="MsoNormal" style="margin-bottom:6.0pt">There has been a community push in Darlington to reopen the old Council Harry Burland Activity Centre on the corner of Ivy Street and Shepherd Street to community use. Progress has been made in getting Council
to do some work on the site. <o:p></o:p></p>
