 (TfNSW) to Homes NSW on August 2. Carriageworks Way and other key precinct roads will remain in TfNSW ownership. This transfer will enable Homes NSW to progress plans for delivering new housing and community outcomes on the site.

 Housing to happen at a later date. The CHPs explained what locations CHPs operated and how they operated. While there was an explanation of how Commonwealth Rental Assistance and how public and social housing rent calculations worked, there was concern raised
 at the lack of comparisons between how CHPs and Homes NSW deal with tenant management issues, which will be crucial to the redevelopment outcome. Many questions were answered with &#8220;we can&#8217;t comment on that&#8221; or &#8220;you will need to ask Homes NSW&#8221;.<o:p></o:p></span></p>

 from the redevelopment. The proposed Social Impact Management Plan aims to lift some development outcomes from being high negatives to high positives. Many of those outcomes may come back to how CHPs will do things differently to what tenants&#8217; experience daily
 in public housing. The big question here will be what of these improvements in social outcomes will come from &#8220;business as usual&#8221; for CHPs being different from Homes NSW and what will need to be additionally done by the project if the social outcomes are to
 be really achieved. The role of CHPs in delivering the promised social outcomes remains a big issue.<o:p></o:p></span></p>
<p class="MsoNormal" style="margin-bottom:6.0pt"><span style="font-family:&quot;Calibri&quot;,sans-serif;mso-ligatures:none;mso-fareast-language:EN-AU">One important thing we did learn from the presentation, was that the CHPs are working on a unified approach to policy
 so that everyone in community housing will be under the same rules irrespective of their landlord. It needs to be remembered however that the nature of the redevelopment means that for many years we will have tenants managed by Homes NSW and CHPs next to one
 another. The challenge for the CHPs is not just to get some uniformity across the CHPs, but also to include best practice policies which address key differences in administrative procedures between public and community housing tenants in areas like appeals
 and other policy differences such as rental arrangements while a tenant is absent due to jail or for detox.
