Dear Central to Eveleigh Stakeholders
This is just to bring you up to date with some information about Central to
Eveleigh in case you are not already aware about what is happening.
UrbanGrowth Central to Eveleigh asks questions of Focus Groups
On June 25th representatives from some community groups around the site met
with UrbanGrowth for a focus group around this document - Draft Concept and
Key Issues summary - June 2014
<http://www.urbangrowthnsw.com.au/downloads/file/ourprojects/DraftConceptand
KeyIssuesSummary%28June2014%29.pdf> . Apart from this meeting UrbanGrowth
has had a few focus groups on this document with some randomly selected
people from suburbs around the Central to Eveleigh corridor (C2E) - you may
have been one of them. As it stands there will not be an opportunity for the
broader community to be involved in this part of the conversation directly
with UrbanGrowth but if you have comments then the material is publically
available so you can send UrbanGrowth your feedback on the questions they
are seeking input on. Maybe set aside some time at your next group meeting
to make people familiar with the Draft Concept document and see what
people's response to the questions UrbanGrowth has been asking in the focus
groups. You can read an article about the community groups session I did for
the South Sydney Herald in Early Central to Eveleigh timeframe
<http://www.southsydneyherald.com.au/early-central-to-everleigh-timeframe/>
and also see how the Hub reported some of the discussion at a subsequent
REDWatch meeting on C2E

The input from the focus groups will be used as input to urban design work
UrbanGrowth will be doing over the next few months. We have posted an
extract from the UrbanGrowth NSW EOI for Urban Design Services May 2014
<http://www.redwatch.org.au/RWA/corridor/140526ugnsw> so you can see what
consultants UrbanGrowth are seeking.
UrbanGrowth using Soup labs for input on Youth Housing
SOUP Labs is a 5-week innovation program developing ideas for an urban
challenge in Sydney, in partnership with the Committee for Sydney and
UrbanGrowth NSW. Initiated by Joanne Jakovich who while at UTS set up the
U.Lab http://ulab.org.au, BikeTank and http://crowdsharesydney.org programs
at UTS. The process is set out for Soup Labs can be found in the diagram
below. It starts with a public workshop this Friday 18 July, 9am-3pm L3,
Central Park Shops, 28 Broadway, Chippendale and ends with the programmes
"Innovation Fellows" working with UrbanGrowth looking especially at the
Eveleigh/Redfern upcoming developments to bring more youth affordability
ideas into these proposals. You can find out more at http://souplabs.org/
or register for Friday's session at http://souplabs.org/mixer/

Issues summary - June 2014
<http://www.urbangrowthnsw.com.au/downloads/file/ourprojects/DraftConceptand
KeyIssuesSummary%28June2014%29.pdf> mentioned above, there you will also
find a Baseline Analysis - June 2014
<http://www.urbangrowthnsw.com.au/downloads/file/ProjectSalesPlans/140617_Ba
selineReport_WbViewVersion-v2.pdf> which was prepared last year but
modified and publically released in June this year - this document provides
UG with a context document - if you think they have missed anything
important then please let them know. On the website there is also the
Initial Stakeholder and Community Engagement Report - Jan 2014

df> from last year's preliminary consultation.
On the REDWatch website you can find other material about C2E under the
Central to Eveleigh Tab <http://www.redwatch.org.au/RWA/corridor> including
the link to a flythrough of the site showing how it might be developed that
UrbanGrowth have not posted on their own site.
REDWatch Concerns about the C2E Process
REDWatch has a number of concerns about the way UrbanGrowth is going about
its recent consultations. The Draft Key Issues in the - Draft Concept and
Key Issues summary - June 2014
<http://www.urbangrowthnsw.com.au/downloads/file/ourprojects/DraftConceptand
KeyIssuesSummary%28June2014%29.pdf> are edited down from the 9 common
themes identified in last year's preliminary consultations. You can see them
together in Central to Eveleigh - Common Themes and Issues
<http://www.redwatch.org.au/RWA/corridor/140629redw> on the REDWatch
website. On top of last years list from the preliminary consultation was
embedded participation but this aspect was missing from the discussion with
community groups in June. Urbangrowth were understandably looking for input
on the questions they were asking in other focus groups, but community
groups were also looking also for information about what was happening, how
consultation would be undertaken as well as the opportunity to input.
REDWatch have provided UrbanGrowth with a note about our concerns and we
have also written it up for public release - it is attached and will be on
the REDWatch website.
At a minimum we would like to see a quarterly meeting with UrbanGrowth as
happened under the RWA where community stakeholders were at least kept up to
date about the project and what was happening. In an ideal world we would
like UrbanGrowth to work with the community groups around the site to engage
the broader community in a discussion about the corridor and their
suggestions for its development - we think a community reference group would
be a useful mechanism.
Conclusion
UrbanGrowth is developing its ideas on the Central to Eveleigh Corridor and
it is important for surrounding communities to be aware of what is emerging
and to encourage community discussion. Hopefully this email will help the
process. In the absence of a broader communications strategy from UG on C2E
it is also important for people with an interest in this site to share
information so everyone is aware of what is happening and has the
opportunity to participate.
UrbanGrowth is on this email list so that they see what material is being
sent around this list. In the absence of a general email address for
contacting UrbanGrowth's Central to Eveleigh project it is best to contact
the Program Director Troy Daly at tdaly at urbangrowth.nsw.gov.au if you have
any questions or feedback on the Central to Eveleigh materials.
PS At the next REDWatch Meeting on August 7th at 6pm at the Factory
Community Centre 67 Raglan Street Waterloo we will have Prof Peter Phibbs
and Stewart Lawler run a two hour workshop on The Economics of Development.
This is a short version of a two day course that Peter and Stewart do to
help people understand the economic imperatives of development. We think
this could be useful background for residents interested in understanding
what drives developers and molds developments. Anyone from surrounding
groups would be welcome to join us for this session.
Regards,
Geoff
