[North Eveleigh] UrbanGrowth Prepares Plans for Newtown end of North Eveleigh

Greetings North Eveleigh People,

Some of you today who visited the Farmers Market may have received a flyer
about a coming consultation regarding the re-development of the Newtown side
of North Eveleigh (I have attached a scan of that leaflet). Flyers and adds
in local newspapers are expected on this in the next week or two. You may
recall in my last email after the May UG C2E session I sent around details
of the North Eveleigh presentation given by UG that foreshadowed North
Eveleigh as the first precinct to be looked at.

At this stage there looks like there will only be one meeting for community
people to hear the presentation and have their say before plans for the
western end of North Eveleigh are lodged with the Department of Planning
(the finalised plans will formally be exhibited next year) - so it is pretty
important if you have an interest in this site that you attend the workshop
and let your neighbours also know. 

Below are the details that I am currently aware of. I have included also
broader information on UrbanGrowth from a Council Report released last week
and being reported to Council this coming week. Both these items are taken
from a REDWatch update currently being prepared.


UrbanGrowth Plans for North Eveleigh - Workshop 12th November


UrbanGrowth Central to Eveleigh will be consulting in October and November
over how the vision and design principles they have developed for the
Central to Eveleigh Urban Transformation and Transport Program have been
translated into plans for the Newtown end of North Eveleigh. 

With the relocation of underground electrical cabling and pre-existing
consultation on an earlier plan and park, UrbanGrowth see this site is able
to commence redevelopment reasonably quickly and also act as a case study to
demonstrate how the design principles they have been working on for the C2E
corridor over the last year will work in a specific precinct. This will be
reflected through a combination of new buildings, parks, community
facilities, public art and heritage interpretation to create the first new
neighbourhood delivered under the program. UrbanGrowth will also provide an
update on the proposed approach to the designs and arrangement of new
buildings.

Consultation will focus on:

.               potential long term community and retail uses for the
Clothing Store building

.               the use, design and features of a new public park to be
located next to the Clothing Store and a pocket park in Wilson Street

.               possible approaches to heritage interpretation and public
art

.               the design and arrangement of new buildings.

Feedback received from the consultations will help UrbanGrowth finalise a
proposal which will be lodged with the NSW Department of Planning and
Environment early next year. 

We understand that there will be a number of variations from the earlier
approved concept plan. The park near Ivery's lane will be larger than
initially proposed and the clothing Store is proposed to be shops and
community facilities rather than residential. As a consequence the maximum
height will go from the approved 12 stories to 20 stories in the south east
of the site.

It would appear as if Plans for North Eveleigh will be finalised before
UrbanGrowth exhibit their background studies and the Draft Urban
Transformation Strategy which is expected to be exhibited in early in 2016
according to Council's recent  UrbanGrowth NSW

A daytime briefing for Government and Community service providers who
usually do not come to evening events will be held on 5th November.

Council Report on UrbanGrowth NSW


A report from Council officers on UrbanGrowth (UG) renewal projects in the
LGA has been prepared for Councillors. The report includes what Council has
publically done / is doing relating to recent Central to Eveleigh
consultations and regarding the ATP sale. The link to the report from the

The paper refers to Council's submission on the last round of C2E
consultations. You can download this document from Councils Sydney your say
site section on Central to Eveleigh

council MOU and other documents. Among other recommendations Council is
pushing UG C2E to adopt housing policy with diversity targets -including an
average target of 21 to 24 per cent for affordable rental housing across all
UrbanGrowth NSW's inner city projects. 

Council have also detailed some issues they are taking up with the
Government regarding the ATP sale. Offers to buy the ATP are currently with
government and a decision is expected in the next couple of weeks. Hopefully
when this is announced we will get a clearer idea of how a privately owned
ATP will fit with the Premier's announced a Silicon Valley type centre for
the White Bay precinct.

The council report advises that "UrbanGrowth NSW is continuing to develop
the Draft Urban Transformation Strategy and intend to publicly exhibit the
Draft Strategy early in 2016. The Draft Strategy is also expected to be
accompanied by draft implementation plans for community facilities, housing
diversity, open space and heritage, culture and arts. 

The council report makes no reference to the proposed Metro Line station at
Waterloo or Sydney University. A decision on this station is still expected
this year.


PS from REDWatch


I am stepping back from the REDWatch Spokesperson role and working with some
new members of the REDWatch Co-ord Group who are moving into key roles.
While I will still be actively involved and will remain the contact point
for REDWatch initially, in the future you will hopefully hear more from
REDWatch's new Spokesperson Alice Anderson. Alice along with Emma Bacon (one
of our Co-convenors) and Jenni Sams (our Secretary) all come from Darlington
or North Eveleigh so I am sure they will be taking an active interest in
what happens on North Eveleigh.
