North Eveleigh Clothing Store Precinct lots transferred to Homes NSW
Ownership of three lots within the Clothing Store precinct, on the Newtown end of North Eveleigh have been transferred from Transport for NSW (TfNSW) to Homes NSW on August 2. Carriageworks Way and other key precinct roads will remain in TfNSW ownership. This transfer will enable Homes NSW to progress plans for delivering new housing and community outcomes on the site.
Development will occur in stages. The first stage focuses on planning and delivering new social housing on the lot adjacent to the railway corridor and Carriageworks, near the existing City West's Platform Apartments affordable housing.
Later stages will deliver additional housing, open space, retail and community uses, and the transformation of the heritage Clothing Store building. Project timelines will be confirmed and communicated as planning progresses.
Homes NSW has advised that the development is expected to deliver:
* around 500 new homes including a mix of social, affordable and market housing
* new and improved public open space
* community facilities and potential retail uses
* preserving the heritage Clothing Store building for future use
Homes NSW is committed to delivering a high-quality development that responds to community needs, respects the heritage significance of the site and contributes to increased housing supply.
As planning progresses, Homes NSW say it will keep the community informed and provide opportunities to learn more about the project and share feedback. Homes NSW will review the Concept Plan in consultation with the community as planning progresses. It is committed to building on the extensive community consultation already undertaken at this site over the years. The North Eveleigh Concept Plan, approved in 2008, establishes the planning framework for the precinct. Homes NSW say its renewal will build on the intent and urban design principles of the Concept Plan, while responding to current government housing priorities and contemporary planning and design standards.

The Clothing Store Sub-Precinct forms part of the broader North Eveleigh Precinct renewal<https://www.transport.nsw.gov.au/projects/current-projects/redfern-north-eveleigh-precinct-renewal>. Currently there is a proposal for film and sound studios for the Paint Shop Precinct, which is being assessed as part of government encouraging the establishment of such a studio.
The Eveleigh Bridge Alliance (founded by REDWatch, Alexandria Residents Action Group and Friends of Erskineville) is holding off on its campaign for the delivery of the bridge between Carriageworks and South Eveleigh until the outcome of the Sound Studio EOI is known.
REDWatch Note: REDWatch is following up with Homes NSW to receive a briefing on the project and has been pushing for an early community meeting with Homes NSW. Discussion has happened with Carriageworks about the possibility of a community meeting being held there as the closest meeting location to the site. This location has been held earlier for such meetings.
CHP Presentation to REDWatch Meeting 6 August 2026

This was the first public presentation from the CHPs and it focused on Social Housing with a session on Affordable Housing to happen at a later date. The CHPs explained what locations CHPs operated and how they operated. While there was an explanation of how Commonwealth Rental Assistance and how public and social housing rent calculations worked, there was concern raised at the lack of comparisons between how CHPs and Homes NSW deal with tenant management issues, which will be crucial to the redevelopment outcome. Many questions were answered with "we can't comment on that" or "you will need to ask Homes NSW".
There was some useful background and context on Aboriginal Housing from Birribee, including that the new the building to the north of John Street between Cope Street and Cooper Street (referred to as 2D) might be the first new building delivered in Waterloo South. That building is an 8-storey building comprising 45 apartments and 49 independent living units and is intended to be designed as social housing providing housing options for Aboriginal seniors. There are many more conversations to be had. Of particular concern are issues around the delivery of social outcomes from the redevelopment. The proposed Social Impact Management Plan aims to lift some development outcomes from being high negatives to high positives. Many of those outcomes may come back to how CHPs will do things differently to what tenants' experience daily in public housing. The big question here will be what of these improvements in social outcomes will come from "business as usual" for CHPs being different from Homes NSW and what will need to be additionally done by the project if the social outcomes are to be really achieved. The role of CHPs in delivering the promised social outcomes remains a big issue.
One important thing we did learn from the presentation, was that the CHPs are working on a unified approach to policy so that everyone in community housing will be under the same rules irrespective of their landlord. It needs to be remembered however that the nature of the redevelopment means that for many years we will have tenants managed by Homes NSW and CHPs next to one another. The challenge for the CHPs is not just to get some uniformity across the CHPs, but also to include best practice policies which address key differences in administrative procedures between public and community housing tenants in areas like appeals and other policy differences such as rental arrangements while a tenant is absent due to jail or for detox.
There are many more discussions to follow including CHPs' views on how buildings should be designed and we will start to see some of these issues emerging in the current round of consultations about building design.
